Universal Periodic Review of Israel

united-nations-dayToday, 29 October, Israel will undergo its Universal Periodic Review (UPR) at the Human Rights Council (HRC) in Geneva.

The UPR is a peer review of the human rights record in each of the 193 member states of the United Nations (UN). The review invites submissions from relevant civil society actors and provides the opportunity for third States to issue recommendations, as well as requiring that the State under review provides a report on its human rights record over the previous four years.

Al-Haq hopes that that the proposed recommendations and submissions prepared by the Palestinian Human Rights Organisations Council (PHROC) will be reflected in the recommendations issued by third States during the review process. It should be noted that Israel’s report for its UPR fails to address its obligations under international human rights law in the Occupied Palestinian Territory (OPT) and it is therefore imperative that third States pose questions and issue recommendations pertaining to Israeli violations of international law in the OPT.

Al-Haq condemns the disruption to the UPR process created by Israel’s non-engagement in January 2013, when the review was initially scheduled. Al-Haq further regrets that Israel’s report for the UPR was only made available the day before its review, therefore impeding the ability of civil society and third States to prepare sufficiently.
