It considers the legal and political context as well as Israeli violations including the unlawful use of force, targetted assassinations, settler attacks, detention and torture, property destruction, and movement restrictions. It then considers the legal mechanisms available for the protection of the Palestinians. The report covers the period from 29 September 2001 until 1 October 2002.
